To enroll in Pay-By-Text please follow the steps below:Step 1: Log into the Customer Portal.
Step 2: Click the blue edit with the crayon beside "Account Details".
Step 3: Check mark 'Bill Summary - Pay By Text'.
Step 4: Select the method of payment used for Pay-by-Text.
Step 5: Click the blue save button and logout.

Welcome to the City of Wilmington, Delaware's bill payment system provided by Paymentus Corporation. We accept the following payment methods: Visa, MasterCard, Discover, American Express and Electronic Checks.
All electronic payments will be applied to your account within 2 business days. A separate confirmation will be received for each payment made. Please retain this information for your personal records.
